Nineteen of Daniil Medvedev's 21 titles have been won on hard courts
A comeback the Russian player won his initial championship for 882 days with victory over Frenchman Moutet in the competition championship match.
The athlete, a former number one, has experienced a torrid year, managing just one match at the big events and undergoing a setback at the New York tournament.
The player's varied form on the tennis tour - and difficulties with his serve in particular - resulted in him exiting of the elite rankings and eventually splitting with long-time trainer Gilles Cervara.
Now training with his coach and his other coach, he has steadily improved in the past month - climaxing in a tightly fought competitive triumph over opponent Corentin Moutet.
This represents the player's maiden championship after the Rome competition and first on a hard surface since spring of the previous year.
Success also signifies Medvedev has achieved twenty-one titles at 21 distinct competitions.
"For the first time I am participating in a competition with my two daughters together, so to get a championship is especially meaningful," stated ranked player Daniil Medvedev.
"This victory is in honour of my younger daughter my daughter, because the initial championship I got when my older daughter my daughter was delivered was for her."
Medvedev, the former major winner, had failed in his past six finals, featuring in Halle in the past months.
The player's counter-punching approach and frequent outbursts on the playing surface had led observers to doubt if his ability to play at the highest level was over.
But the 29-year-old has made changes in the past month, attempting to advance forward and play positively, backed up by an enhanced serve.
Medvedev came back from a deficit in the initial set against the challenging Moutet, taking four of the last five exchanges to take the lead.
The pair exchanged breaks in the following set before the Frenchman, attempting for his maiden professional championship, took control to create a final set.
He defended four early-game break points in a tight deciding set before the champion secured a break to 15 to serve for the match.
Appropriately, the winner clinched victory with a rally at the net, with Moutet unable to control a return after a lengthy match.
